Portfolio Holder Update

To receive a verbal update and ask questions of the Housing and Health Portfolio Holder.

Minutes:

The Committee received an update from and asked questions of the Housing and Health Portfolio Holder and the Assistant Director Environmental Services on the following matters:

 

·         A £288,000 contribution to the Newton Road, Penrith extra care

housing scheme has been approved by the Executive. This will be funded from existing S106 contributions held within the Affordable Housing Fund reserve and is subject to final approval by Council on the 14 February 2019.  The provider is looking to develop over 50 units.

 

·         The District Wide Housing Needs Assessment has been completed and a draft report will be available for the Housing and Communities Scrutiny committee meeting scheduled for 21 March 2019.  Arc4 would be happy to present their findings at this meeting.

 

·         There is an opportunity for additional funding to be spent this year in respect of the Disabled Facilities Grants.

 

·         The Integrated Care Community based in the Lonsdale Unit at Penrith Hospital is keen to engage with the Council.  It is likely that a Housing Officer will be working with Adults Social Care, in the Hub, one day per week.

 

·         The Health and Wellbeing Officer has been concentrating on the Affordable Warmth Partnership.  Work has not yet started in respect of teenage mental health projects, however, this is still on the Agenda going forward.

 

·         Work in respect of the extended responsibilities in relation to Homelessness is going well.

To consider report TES7/19 of the Deputy Director Technical Services which provides an update on the emerging Housing Supplementary Planning Document (SPD) that will expand on housing policy in the Eden Local Plan 2014-2032, which was adopted on 11 October 2018.

 

RECOMMENDATION that Committee Members review the work undertaken so far and provide any feedback to officers as necessary.

Members considered report TES7/19 of the Deputy Director Technical Services which provided an update on the emerging Housing Supplementary Planning Document (SPD) that will expand on housing policy in the Eden Local Plan 2014-2032, which was adopted on 11 October 2018.

 

Members asked questions and received updates in respect of the following matters:

 

·         The Stakeholder consultation which ends on 19 March 2019, including Parish Council involvement.

 

·         Definitions of local occupancy.

 

·         Conditions relating to main residencies, agricultural worker restrictions and Section 106 Agreements.

 

·         The square meterage of properties in respect of comparisons with properties in Carlisle as opposed to South Lakeland.

 

·         Accessibility needs including the provision of bungalows.

 

·         Choice Based Letting qualifying criteria for armed forces veterans, refuges and those fleeing from domestic violence.

 

·         Brownfield sites and the protection of large fell side areas within villages.

 

·         Community led housing developments and Neighbourhood Plans.

 

and RESOLVED to provide any further feedback to officers as necessary.

The Committee considered report G8/19 of the Chairman of the Committee which set out current and possible future agenda items for the Housing and Communities Scrutiny Committee. The report invited suggestions for possible agenda items from all non-Executive Members.

 

RESOLVED that:

 

1.            Arc4 be invited to present a briefing for all Members, in respect of the Housing Needs Assessment.

 

2.            The Deputy Director Environmental Services be invited to provide a briefing on Fuel Poverty at the next meeting of this Committee.

 

3.            The Deputy Director Environmental Services be invited to provide a briefing on the Homelessness Review at the next meeting of this Committee.
