Chairman's Acceptance Speech and Announcements

Minutes:

I am delighted to have the endorsement of my fellow Members to serve for another year as Chairman. Councillor William Patterson as Vice Chairman and I will be seeking to use the opportunities afforded to us in these civic roles to promote the District in Cumbria and beyond.

I would like to thank all the people who attended the Chairman’s Dinner last Friday, it was a tremendous occasion. The local business community were very generous in sponsoring or donating prizes for the Charity Auction which benefits two fantastic causes Hospice at Home and the Great North Air Ambulance. I would also like to thank BBC Radio Cumbria’s Gordon Swindlehurst and auctioneer Stuart Maughan for their support.

Nineteen deserving volunteers who were nominated by Parish Councils for their community work, rightly took centre stage at the dinner as their hard work was recognised. So far the dinner has raised over £2,700 for my chosen charities. 

With the permission of the Chairman, Councillor Sawrey-Cookson expressed his thanks to Councillor Robinson for an excellent Chairman’s dinner. Councillor Thompson in support this also expressed his view that the dinner had been a great success.

Statement by the Leader

To consider a statement from the Leader of the Council.

Minutes:

The Leader of the Council, Councillor Beaty, made a statement regarding the Council’s achievement and the challenges that it had faced during 2017-2018.

 

“Eden was described as one of top ten happiest places in the UK this year, and when you look around there is no doubt why, we live in one of most picturesque places in the UK enclosed by 2 National Parks and an AONB with World Heritage sites within our borders and just to the North.

 

We also have ultra low unemployment and a growing economy.

 

But, this Council still has much to do.

 

We still have some of the lowest wages in the Country and we must work together to address this, many of our residents will be those who are sometimes described by politicians as ‘just about managing’ or strivers

 

I don’t say that.  I would describe the people of Eden as resilient you can see this as you travel around. We have proud residents who are at their best working together on local projects and it’s particularly noticeable at times of crisis like the Beast from the East or the Storm Desmond Floods. 

 

We have communities with a very strong sense of localism, and Eden has been at the forefront of Neighbourhood Planning. Local government reform is now back on the agenda, so it is timely that another great collaborative work has been moving along nicely over the past 12 months.

 

Adrian and the technical services team have been beavering away along with CALC and the parishes to strengthen their futures by devolving some of assets and services back, near to the communities where they are delivered. It’s a great achievement and it’s been a real listening and learning exercise for all involved and we are now in a position to move forward. We've given the parishes an extra 4 months to sign up, but very soon we can get on with fitting brand new lights for the parishes to take control of and make then strong and in control should there be changes to how Local Services are delivered at District and county level. No one wants to see some of the discretionary services cut in the way that other Councils have across Cumbria, and we must continue to fight for our rural services to continue in whichever way we can.

 

Last week’s Chairman’s Dinner showcased many of the great heroes from our communities showing again that our residents are our strength.

 

I see it as this Councils job to deliver quality Statutory Services, making sure everyone’s bins are collected, staking care with planning and more increasingly helping people maintain good health. But, we must be here to help when someone is in trouble and need a hand up.

 

We have to put in place the conditions to allow the people of Eden to make choices and create the lifestyle they choose.

 

We mustn’t forget that this Council must do everything it can to deliver on our Plan for:

Members considered report G48/18 from the Deputy Chief Executive which sought to confirm the outside bodies upon which members will sit in the forthcoming municipal year and to enable consideration about who should be appointed to represent the council on each of these bodies.

 

The Deputy Chief Executive stated that he understood that Councillor Breen, who was a member of the Executive, was likely to be proposed for nomination to the Greenwich Leisure Limited Eden Board. His report requested proposals for non-executive members, to reflect that it was an advisory board and there was a risk of a conflict for a nominee who may then have be part of an Executive decision making process at some point in the future. He stated that Councillor Breen had considered the matter and was of the view that the risk of such conflict arising was slim. On that basis the Deputy Chief Executive stated that, notwithstanding his advice, it would be lawful for Council Breen to be nominated to the Board if that was members’ wish.  

 

RESOLVED that

 

1.    The list of outside bodies set out in paragraphs 3.2, 3.3 and appendix 1 of the report be approved;

To consider report G50/18 of the Deputy Chief Executive which is attached and which seeks to bring to Council’s attention a communication from the Local Government Boundary Commission for England indicating that is minded to conduct an Electoral Review of Eden District Council in 2019/2020. The report also seeks Members’ view on the above proposals to enable the Deputy Chief Executive in his capacity as Electoral Registration officer to respond to the above communication.

 

RECOMMENDATION that:

 

1.            Council considers  the communication from the Local Government Boundary Commission for England “(LGBCE”) and resolves  whether  or not it agrees with the LGBCE that an Electoral Review of Eden District Council  should take place in  2019/20; and

2.            The Deputy Chief Executive be requested to take into account the views of Council as referred to in recommendation 1 and consult with the Leader and Group Leaders in finalising a response to the LGBCE.

Minutes:

Members considered report G50/18 from the Deputy Chief Executive which brought to Council’s attention a communication from the Local Government Boundary Commission for England (‘LGBCE’) indicating that it is minded to conduct an Electoral Review of Eden District Council in 2019/2020.

 

After some debate the Deputy Chief Executive explained that if members resolved to not support the carrying out of an electoral review in 2019/20, the LGBCE would be under a duty to write to the Council in a similar vein in future years, assuming that there remained electoral imbalances. At such point Council would need to re-consider its view at that time. He stated that it was not necessary or appropriate for the Council to speculate within its resolution as to the timescales for any future consideration of the appropriateness of an electoral review.

1.            Council did not agree with the view of the Local Government Boundary  Commission for England and therefore did not consider that an Electoral Review of Eden District Council should take place in 2019-2020; and

 

2.            The Deputy Chief Executive be given delegated authority to take into account the views of Council and consult with the Leader and Group Leaders in finalising a response to the Local Government Boundary Commission for England.

Chief Executive Recruitment

To consider a report from the Assistant Director Organisational Development which is to follow.

Minutes:

Prior to the commencement of this item the Chairman stated that the report was marked as Part II confidential under Part 1 of Schedule 12A of the Local Government Act 1972 to enable the preferred candidate to resolve communications with her current employer. However such matters had subsequently been attended to. The rationale for Part II status was therefore no longer applicable and the Deputy Chief Executive was content for the matter to be debated in public.

 

Members considered report CE13/18 from the Assistant Director Organisational Development which asked Members to consider the recommendations of the Human Resources and Appeals Committee and confirm the appointment of a new Chief Executive.

and RESOLVED that:

 

1.            The recommendation of the Human Resources and Appeals Committee be agreed and Rose Rouse be appointed as Eden District Council’s Chief Executive and Head of Paid Service from a date to be confirmed and subject to the usual employment checks;

 

2.            The Deputy Chief Executive, in consultation with the Leader, be authorised to conclude any outstanding terms relating to the appointment; and

 

3.            The Deputy Chief Executive be authorised to publish the confidential Part II Council report headed Chief Executive Recruitment Update which was presented to the Council meeting of 19 April 2018 on the basis that the information contained therein is no longer confidential.
