100% Business Rates Retention Scheme Pilot Proposals pdf icon PDF 80 KB

To consider report F79/17 from the Director of Finance which enables consideration to be given to the benefits of supporting a 100% Business Rates Retention Scheme pilot in 2018-2019.

 

RECOMMENDATION that;

 

1.         Council agrees, in principle, to support the bid to the Department for Communities and Local Government (DCLG) for the 100% Business Rates pilot opportunity and that the Director of Finance be given delegated power to agree governance arrangements for this when finalised.

 

2.         Any pilot to comprise this Council, the other District Councils in Cumbria and Cumbria County Council.

 

3.         In the event of any significant detrimental impact to the Council resulting from the proposal, the Director of Finance be given delegated powers, in consultation with the Leader and the Resources Portfolio Holder, to withdraw the Council from further involvement in the bid.

 

4.         A further report be presented to Council when the outcome of the bid is known.

Minutes:

Members considered report G100/17 from the Deputy Chief Executive (attached).

 

The report was an urgent item which advised Members of a forthcoming absence of the Council Chairman and Vice-Chairman and sought authority to appoint two Members to act as authorised signatories in order to attest to the affixing of the Common Seal during their absence.

and RESOLVED that Paragraph 3(b) of the Council Procedure Rules be suspended to allow consideration of recommendations 2 and 3 of the report as an item of urgent business.

1.         Councillor Thompson and Councillor Tonkin be authorised to act as signatories in order to attest to the affixing of the Common Seal of the Council from 16 October 2017, in the absence of the Chairman and the Vice-Chairman of the Council; and

 

2.         That they be so empowered until the earliest of either;

 

            (a) the return of the Chairman or the Vice-Chairman of the Council to their duties; or

 

            (b) the Council meeting of 9 November 2017.
