Proposed Changes to Hackney Carriage Tariffs pdf icon PDF 273 KB

To consider the attached report DCE17/22 of the Assistant Director Communities, the purpose of which is described as follows:

 

1.    Section 65 of the Local Government (Miscellaneous Provisions) Act 1976 provides that a District Council may fix the rates or fares within the district for both time and distance as well as all other charges in connection with the hire of a vehicle or with arrangements for the hire of a vehicle, to be paid in respect of the hire of Hackney Carriages by means of a table made or varied in accordance with the provisions of this section. The Hackney Carriage operators in the Council area have approached the Licensing Team and requested a review following financial increases to the trade in all areas of operation.

2.    The Council last reviewed the Hackney Carriage Tariffs on the 4 May 2011. Government guidance is for a review of Hackney Carriage Tariffs to take place every three years.

 

RECOMMENDED that the Licensing Committee considers the proposed changes to the Tariff table and either adopt or refuse the proposed changes or consider a decision on an amended option.

Members noted that Government recommend that a review is undertaken every three years and it was 11 years since this Council’s last review.  Members commented that the proposed increases seemed reasonable and fair based on feedback from various operators. Members suggested it would be beneficial if the review could be undertaken more frequently to provide for smaller incremental increases to fares.

 

Members also made the observation that the proposed increase was below inflation.

The Licensing and Enforcement Officer responded that the recommended review timescales are there for guidance and the proposed increase would bring Eden to a comparable level to South Lakeland, but higher than other Councils in the County.
