Portfolio Holder Update pdf icon PDF 125 KB

To receive a verbal update and ask questions of Housing and Health Portfolio Holder in relation to their Portfolio Plan. A copy of the Portfolio Plan is attached for information purposes.

Minutes:

The Committee received a presentation from and asked questions of the Housing and Health Portfolio Holder. The following points were made during the presentation:

 

·         An Older Persons Strategy is being developed in conjunction with South Lakeland District Council. A draft version has been completed and is currently out for consultation, and it will finally come through full Council at a later date for approval. Part of the aim of the strategy is to work with developers with an aim to encourage more bungalow building in the District.

·         There has been an increase in the uptake of Disable Facilities Grants over this financial year, with the number of applications more than doubling. Eden District council is working with Occupational Health to assess why there has been such a large increase. Any overspend has so far been met by untilising an underspend over the previous years, however that money will run out. The next quarter will be useful to assess whether this trend is continuing and enable Eden District Council to review how to deal with any increasing trend.

·         A report went to Executive on 6 March 2018 regarding the Energy Efficiency Regulations 2015, which gives powers to ensure that private landlords maintain their properties at an effective EPC standard. At first, there will be an approach of engagement and education to inform landlords of the regulations and to ensure that tenants know their rights.

·         Progress has been made regarding the preparation for the introduction of the Homelessness Reduction Act 2017. Eden District Council has agreed a way forward with Eden Housing Association. Updated software has been purchased, and any issues regarding temporary accommodation is ongoing. There is no easy way to predict any increase in demand on services, and it is estimated that it initial period of two years would be required to refine processes.

 

The Chair thanked the Housing and Health Portfolio Holder and the Deputy Director Environmental Services for their update.
