Minutes:

Councillor Eyles gave a personal explanation in that he intended to record the meeting for private purposes.

 

Councillor Nicolson gave a personal explanation with regard to planning applications 19/0243 and 19/0220 as he was the Ward Councillor for both of these items. As he had made his public position known, he only intended to speak with regard to the items in his capacity as ward member (from the speakers table), but would not take part in any debate or vote on these applications. He would remain in the room for the duration of the meeting.

and RESOLVED that planning permission be APPROVED and that delegated power be given to the Assistant Director Planning and Economic Development to agree conditions and to enter into a Section 106 Agreement to the absolute satisfaction of the Assistant Director Governance and Assistant Director Planning and Economic Development Services on the grounds that the location is considered to be compliant with policy HS1, and the development would form an infill site designed to fill a modest gap between existing buildings in the settlement.

Time Limit for Commencement

 

1.         The development permitted shall be begun before 22 June 2021.

 

            Reason: In order to comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.

Reason: To ensure a satisfactory development and to avoid any ambiguity as to what constitutes the permission.

 

Ongoing Conditions

 

3.         Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (England) Order 2015 (or any Order revoking and re-enacting that Order with or without modification) relating to permitted development, no structure, vehicle or object of any kind shall be erected, parked or placed and no trees, bushes or other plants shall be planted or be permitted to grow within the visibility splay which obstruct the visibility splays.

 

Reason: In the interests of highway safety.

 

4.         Foul and surface water shall be drained on separate systems.

 

Reason: To secure proper drainage and to manage the risk of flooding and pollution.

 

5.         Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any order revoking, re-enacting or modifying that Order with or without modification), no development permitted by Part 1 Classes A, B, C and D of Schedule 2 to the Order shall be carried out.

 

Reason: In the interest of amenity.
