Councillor Armstrong and Councillor Patterson gave a personal explanation with regard to planning application 18/0704 as they had been lobbied regarding this item.

 

Councillor Armstrong gave a personal explanation with regard to application number 18/0889 as the interested parties were known to him. He stated that he would leave the Chamber for this item.

 

Councillor Chambers, Councillor Eyles, Councillor Lynch, Councillor Patterson and Councillor Sawrey-Cookson each gave a personal explanation with regard to planning applications 18/0889 as they had been lobbied regarding this item.

 

Councillor Eyles gave a personal explanation in that he intended to record the meeting for private purposes.

 

Councillor Sealby declared a registerable interest with regard to application number 18/0876 as the applicant was a relative. He stated that he would leave the Chamber for this item.

and RESOLVED that the removal of 4m of wall and insertion of farm access gate be GRANTED, subject to the following conditions:

 

1.            The development permitted shall be begun before the expiration of three years from the date of this permission.

2.            The development hereby granted shall be carried out strictly in accordance with the details and plans hereby approved (amended location plan submitted by email 1/10/18).

3.            The vehicular crossing over the highway verge shall be carried out to the specification of the Highway Authority.

4.            The access drive shall be surfaced in bituminous or cement bound materials, or otherwise bound and shall be constructed and completed before the development is brought into use. This surfacing shall extend for a distance of at least 5metres inside the site, as measured from the carriageway edge of the adjacent highway.

5.            There shall be no vehicular access to or egress from the site other than via the approved access, unless otherwise agreed by the Local Planning Authority.

6.            Prior to the first use of the access, a drainage channel shall be installed across the front of the access to connect either to a soakaway within the site or to the highway drain.

7.            Any gates installed across the access shall open into the site only.

8.            The gradient of the access drive shall be no steeper than 1in 12 for a distance not less than 5m as measured from the carriageway edge of the adjacent highway.

1.            In order to comply with the provisions of the Town and Country Planning Act 1990

2.            To ensure a satisfactory development and to avoid any ambiguity as to what constitutes the permission.

3.            To ensure a suitable standard of crossing for pedestrian safety
